and People's Committee proactively and drastically directed sectors, levels and
localities to focus on solutions to implement the State budget estimate, so the
results were achieved as follows:
The total State budget revenue in the area in 2023 was estimated to reach
12,702.6 billion VND, a year-on-year reduction of 19.2%. Of which, domestic
revenue reached 12,131.5 billion VND, down 18.1%, mainly due to the 26%
decrease in registration fee collection, the 37.9% decrease in personal income
tax, 18.9% decrease in environmental protection tax, and the 24.9% decrease in
land use fees. Customs revenue reached 508.5 billion VND, down 39.3%
compared to 2022.
The total local State budget expenditure in 2023 was estimated to reach
30,483.4 billion VND, a year-on-year increase of 15.2%. Among them, the
budget balancing expenditure reached 23,792.2 billion VND, down 15.9%;
Development investment expenditure alone reached 10,454.8 billion VND, a
decrease of 12.7%; Regular expenditure reached 10,233.9 billion VND, an
increase of 32.5%.

3. Insurance
In 2023, 152,967 persons participated in the social insurance, a year-on-year
increase of 2.1%; 1,445,707 persons joined the health insurance, a rise of 0.09%,
and 124,794 people engaged in the unemployment insurance, a growth of 2.2%.

The total insurance revenue reached 3,823 billion VND in 2023, a year-
on-year growth of 9.5%, of which: the social insurance revenue was 2,228
billion VND, accounting for 58.3% of the total insurance revenue, an uptrend of
8.8%; the health insurance revenue achieved 1,439 billion VND, accounting for
37.6%, a build-up of 7%; the unemployment insurance revenue attained 156
billion VND, accounting for 4.1%, an increase of 56%.

The total insurance expenditure was 4,270 billion VND in 2023, a year-on-
year upturn of 12.3%, of which: the social insurance expenditure reached 2,820
billion VND, accounting for 66% of the total insurance expenditure, an expansion
of 13%; the health insurance expenditure was 1,271 billion VND, accounting for
29.8%, an increase of 9.9%; the unemployment insurance expenditure reached 179
billion VND, accounting for 4.2%, an increase of 18.5%.

The number of one-off unemployment insurance beneficiaries,
apprentices or job seekers was 622 persons in 2023, decreasing by 26.04%.
