The year 2024 is forecast to have many complex and unpredictable
changes; the world economic and political situation and the domestic socio-
economic situation still have difficulties and challenges; In that context, the
Provincial Party Committee, People's Council, and People's Committee
determined that this is a pivotal year which accelerates the implementation of
the Resolution of the 20th Provincial Party Congress, making an important
contribution to successfully implementing the goals of the 5-year socio-
economic development plan in the period 2021-2025 according to the
Resolution set by the Government, Provincial Party Committee, and Provincial
People's Council. In 2024, Binh Dinh province needs to focus on implementing
the following economic development tasks and solutions:

- Maintain growth rate and comprehensive development of agriculture,
forestry and fishery; land management, environmental resources; focus on
restructuring the agricultural sector; shifting crops, livestock, and aquaculture;
promote chains of production, processing and consumption of products for the
people.

- Actively grasp the production and business situation of enterprises;
Timely support to remove difficulties and obstacles so that enterprises can
ensure safe production and business activities.
- Promote the development of trade and service activities, determine to
make tourism a key economic sector of the province.

- Promote budget revenue and mobilize capital for development investment;
Practice thrift and avoid waste in the process of using the state budget.

- Improve the quality of vocational training associated with society's needs.
- Continue to implement fundamental and comprehensive innovation in
education and training associated with organizing and implementing
educational development planning and plans in the province.
- Improve the quality of activities in cultural and social fields; Carefully
prepare content and relevant conditions to organize events, programs and
festivals in 2024.

2. State budget revenue and expenditure

In 2023, Binh Dinh provinces continued to face difficulties and
challenges due to adverse fluctuations in the world and domestic situation. In
this context, since the beginning of the year, the Provincial Party Committee
